What is a Continuum of Care (CoC) and what does it do for our community?
A Continuum of Care is a regional of local planning body that coordinates housing and services for families and individuals experiencing homelessness. The Clark County Continuum of Care body is made up of over 100 people across eight regularly held meetings. The governing body is the CoC Steering Committee and the lead agency is Council for the Homeless.
How does the Continuum of Care receive funding from HUD?
Annually the U.S Department of Housing and Urban Development (HUD) releases a Notice of Funding Opportunity (NOFO) for Federal funding for COC Homeless Assistance Program funding. It is a collaborative application process – each CoC submits a Consolidated Application, which includes an individual project application for each program for which we hope to receive CoC funding per their identified process. All programs must submit their application through their local CoC – HUD will not review any applications that are submitted independent from a CoC. (For this, CFTH is the designated Collaborative Applicant.) We encourage new organizations to apply for new projects. All new project applications will be competitively ranked against renewal applications.

For The Clark County/City of Vancouver, WA fiscal year 2024, US Department of Housing and Urban Development Continuum of Care (CoC) application community competition will be opened on August 29th, 2024. All requirements will be updated on by the August 29th. The Collaborative Application and project priority listing will be submitted by October 30th, 2024. 8/29/2024: FY 2024/2025 HUD Continuum of Care Request for Project Applications are now open. Project Applications are due September 30th, 2024, by 11:59pm in one format: Jot Form and on October 18th at 5:00pm in ESnaps. (See instructions for both below.) NOTE: The September 30th deadline is for the CoC’s local competition for CoC Program Funding.
