What is the Continuum of Care?

The Clark County, WA, Continuum of Care is a countywide effort to prevent and end homelessness. The CoC is a local planning body that coordinates housing and services for families and individuals experiencing homelessness. The Clark County Continuum of Care is made up of over 100 people across eight regularly held meetings. It includes elected officials, housing and service providers, advocates, and people who’ve experienced homelessness. The governing body of the CoC is the CoC Steering Committee and the lead agency is Council for the Homeless.

This webpage has been recently updated (8.5.2022) to include the release of a Special NOFO by HUD. All interested parties are encouraged to apply according to the instructions / documents provided by HUD, below.

On September 27, 2022, the CoC Steering Committee adopted the rating and ranking of the 3 submitted FY2022 Supplemental NOFO Application projects through the local RFA process. The funding amounts available in each tier is based on the FY2022 Estimated Demand Amounts provided by the US Department of Housing and Urban Development (HUD.)

• HUD Announcements Pertaining to the Special NOFO:
  • On June 22, 2022 The US Department of Housing and Urban Development (HUD) released the 2022 Continuum of Care (CoC) Supplemental Notice of Funding Opportunity (Special NOFO) to address unsheltered and rural homelessness. This Special NOFO makes $322 million available nationally to assist communities in addressing unsheltered and rural homelessness. This represents an extraordinarily important opportunity to demonstrate the effectiveness of evidence-based best practices. View full press release.
  •  On August 11, 2022, HUD published revised Detailed Instructions for the Special NOFO to Address Unsheltered and Rural Homelessness. These revised Detailed Instructions update one question only – Question P1.a – Development of New Units and Creation of Housing Opportunities – Leveraging Housing. (The revised Detailed Instructions better explain the calculation that HUD will use to determine if the Leveraging Housing Commitment attachment meets the 50 percent requirement. The changes in the document have been highlighted in green to help you quickly find them.)     • However, our CoC is particularly interested in NEW Projects that fall under the NOFO’s Supportive Services Only (SSO) – Non-Coordinated Entry (SSO-Street Outreach and SSO-Other), which begins on page 88-100.
